Assesses the energy insecurity of a country under the assumption that higher insecurity is a driver for a country to invest in domestic renewable hydrogen production.

Countries with higher energy insecurity may provide stronger government support towards producing clean hydrogen domestically or importing hydrogen as energy source diversification. Scoring evaluates:

• Net energy import %

• Note - countries that are net energy exporters are not penalised
